After the war, immigration to Canada was encouraged again but it was extremely limited. Canada wanted mostly Western-European immigrants and British and American immigrants. Many people had become suspicious of non-British or foreigners and were Xenophobic. To finally become an immigrant and stay in Canada, it was compulsory for immigrants to pass an English test.
